MMDA and Muntinlupa City Government Inaugurate Rapid Composting Machine and Materials Recovery Storage

The Metropolitan Manila Development Authority (MMDA) and the City Government of Muntinlupa have inaugurated a new Rapid Composting Machine and Materials Recovery Storage Facility at the Alabang Central Market. This milestone event marks another major step forward in sustainable waste management efforts within the city and the broader Metro Manila region.

At the heart of the inauguration was the formal signing of a Memorandum of Agreement (MOA) and Deed of Donation (DOD) between the MMDA, led by MMDA General Manager Usec. Procopio G. Lipana, and the City Government of Muntinlupa, headed by Mayor Rozzano Rufino B. Biazon. The agreement defines the roles and responsibilities of both parties to ensure the success of the On-Site Solid Waste Management Processing and Recovery System, which will process biodegradable market waste into compost, reducing the amount of waste sent to landfills and contributing to environmental sustainability.

MMDA Chairman Atty. Romando S. Artes emphasized the importance of collaboration in tackling waste management challenges, stating that “The inauguration of this facility is a shining example of what can be achieved when the local government and agencies like MMDA work together to address the growing need for innovative waste management solutions. This Rapid Composting Machine will not only help reduce the volume of waste in Muntinlupa, but it will also serve as a model for other cities in Metro Manila to follow in promoting a circular economy and sustainability.”

“The establishment of the Materials Recovery Storage Facility in Muntinlupa is also a major step toward enhancing the city’s solid waste management. This facility not only supports efficient waste sorting and storage but also strengthens our community’s commitment to sustainable waste practices,” he added.

MMDA General Manager Usec. Procopio G. Lipana added that “Napakaganda po ng proyektong ito dahil dito po ay syempre, yung direksyon na tinatahak ng ating Mayor, na tungkol dun sa pangangalaga ng ating kalikasan. At kasama ito doon sa 7K agenda ng ating Mayor. Sigurado po ako na ito po ay magiging kapaki-pakinabang sa mga Muntinlupeño.”

MMDA General Manager Usec. Procopio G. Lipana added that “This project is truly remarkable in its innovation and important for our community as it aligns with the vision of our Mayor, particularly in caring for our environment. It is also part of the Mayor’s 7K agenda. I am confident that this will greatly benefit the people of Muntinlupa.”

Muntinlupa City Mayor Rozzano Rufino B. Biazon also reiterated the city's commitment to environmental sustainability, highlighting that “Ang pangangalaga ng kalikasan, ang solid waste management is a responsibility of each and every individual, walang exempted, dahil lahat tayo nag-co-contribute diyan. Yung basura na na-po-produce natin, kung hindi natin ma-manage nang maayos, ay babalik sa’tin ng iba’t ibang uri ng ah, panganib sa ating pang-araw-araw na pamumuhay. Kaya hinihikayat natin ang bawat isa na maging advocate sa pangangalaga ng ating kalikasan sa pamamagitan ng responsable na pag-manage ng ating mga produced na waste.”

Muntinlupa City Mayor Rozzano Rufino B. Biazon also reiterated the city's commitment to environmental sustainability, highlighting that "Environmental care and solid waste management are responsibilities of every individual—no one is exempt because we all contribute to it. The waste we produce, if not managed properly, will come back to us in various forms of risk to our daily lives. That’s why we encourage everyone to become advocates for environmental protection by responsibly managing the waste we generate."

"The Rapid Composting Machine and Materials Recovery Storage Facility will greatly benefit Muntinlupa residents by providing accessible, efficient waste management solutions right within the community. Not only does this facility streamline waste processing and storage, but it also empowers residents to adopt more sustainable practices, creating a cleaner and greener Muntinlupa for everyone," added Mayor Biazon.

Promoting a Circular Economy

The Rapid Composting Machine at the Alabang Central Market is designed to efficiently process biodegradable market waste, converting it into nutrient-rich compost that can be used for agricultural and urban greening projects. This initiative is a key component of the MMDA’s broader efforts to promote waste circularity and sustainability in Metro Manila. The facility will serve as a model for other markets and cities in the region looking to adopt similar waste recovery systems.

The project also aligns with the Metro Manila Flood Management Project’s (MMFMP) environmental goals by supporting sustainable waste processing and contributing to the reduction of landfill-bound waste. MMDA officials, representatives from the City Environmental and Resources Office, and other local government officials were present at the event to witness the signing and ribbon-cutting ceremonies.

Moving forward, the MMDA and Muntinlupa City Government plan to monitor and evaluate the success of the facility, with the goal of expanding similar projects to other areas of Metro Manila. The facility is expected to significantly reduce market waste and enhance the city’s efforts toward urban sustainability and flood mitigation.
